Direct buying an off-sale resort
To qualify the title, yes, you can buy a resort not being sold currently by Disney (an off-sale resort).
EDIT to add: True, technically all resorts are for sale—if the number of points you want happen to be acquired by Disney.
I can explain how the process worked when we bought VGF as new members if anyone’s curious.
Not generally thought a smart move since resale is much less expensive. But, no ROFR obviously, which sweetens the deal a bit. Also, we actually waited less than when later shopping resale to add another VGF contract.

Even resorts that are not "active" still have incentives. Typically the more you buy the better the saving are. When we were shopping direct about a year ago Incentives started at 150 points and varied depending on the resort, and then went up from there.

I do not believe that your statement is correct.
You can buy 50 Beach Club points or 350 Beach Club points and they all cost the same price.
From time to time they will put incentives on certain resorts, but the tierd cost structure that you refrenced is is not a constant at every resort.

I'm just going off of personal experience with working directly with Disney DVC reps just over a year ago. We were looking at Animal Kingdom, Bay Lake, and Saratoga Springs and they all had tiered incentives. Using Saratoga as an example (I still have all of the price sheets they sent me), at the time if you got 150 points and there was a $15/pt incentive, 200 points was $30/pt, 250 points was $45/pt, 300 points was $50/pt, and 500 and above was $55/pt. It is quite possible they did away with the tiered incentives in the past year but from what they had said, they did it at all of the resorts not actively being sold.

If you called a guide right now and asked them what the price per point difference is between 50 VGF points and 3000 VGF points they would tell you $0pp.

Yeah, this is accurate. Some, not all. We looked into buying VGF last year direct and ot was $265 pp if we bough 0 or 1000.
